									<p>An article published in January 2022 by <a href="https://www.nature.com/articles/s43247-021-00332-2" target="_blank" rel="noopener">Raju, Boyd, and Otto,</a> begins with an enlightening incipit: &#8220;Disasters occur when hazards meet vulnerability&#8221;.&nbsp;&nbsp;</p>
<p>According to United Nations (UN) terminology, Risk is the combination of hazard, exposure, and vulnerability. Hence the purpose of risk research and analysis is to reduce the impacts of events and save our lives and societies, modifying one of the three components of risk: hazard, exposure and vulnerability. It is acknowledged that an earthquake in the desert is risk zero. But as a matter of fact, risks mainly occur in a social context and are necessarily connected to people&#8217;s activities.&nbsp;</p>
<p>Hence saying disasters occur when hazards meet vulnerability underlines that it is fundamental to develop knowledge and assess risk throughout the disaster life cycle not only as a physical event but also considering its economic and social dimension.</p>
<p>It is nothing new that also risk management studies emphasise the importance of greater integration of disciplines. But it is not a matter of course that researchers from different disciplines compare notes to find ways to cooperate and collaborate operationally. This was the idea that animated the meeting held on 12 December on Flood Risk Assessment and forecasting, organised by CNR-Ibe, where the speakers illustrated and exchanged their approaches, with a special focus on social impact assessment. We hope this seminar represents the first step towards further exchanges and operational ways to integrate the different perspectives that share a common goal: reduce the impact of risks.</p>								</div>

						<p>Full Professor at the University of Alicante (UA). PhD in Sociology and MSc in Anthropology (Louisiana State University) with more than 70 articles and book chapters published. He teaches Environmental Sociology and Sociology of Risk at the UA. His line of research focuses on the development of Social Impact Assessment (SIA) methodologies and social vulnerability analysis applied to megaprojects and natural disasters. He investigated the social impacts of megaprojects such as the expansion of the Panama Canal, a set of dams in the upper Paraná River basin (Brazil) and the Baker River (Chilean Patagonia) or mining projects in the Brazilian Amazon. In the field of natural disasters, he is applying SIA to flood and earthquake hazards. He is the director of the Socioeconomic Observatory of Floods and Droughts at the Institute of Water and Environmental Sciences (UA) and collaborator of the Scientific Division of Environmental Management, Science and Technology, University of Sao Paulo.</p>

He has been scientific responsible of several international projects in Sub-Saharan Africa. His research is interdisciplinary: Agronomy, Geomatics, Hydraulics, Hydrology, and Climatology. The involvement of networks of researchers aims to enrich methods and comparisons. Innovative methods and research findings are then shared through vocational training in Italy and the Global South.</p>

										<content:encoded><![CDATA[<p>Depuis hier matin, le 28/08/2022, l&#8217;Alerte Orange est déclenchée sur la Sirba. Le <a href="http://www.slapis-niger.org">Système Local d&#8217;Alerte Précoce contre les Inondations de la Sirba (SLAPIS)</a> suivait de prés la situation à travers ses observateurs et ses stations hydrométriques automatiques. La vague de crue avait été <a href="https://climateservices.it/hydrological-bulletin-niger-and-sirba/">prévue depuis une semaine</a> grâce aux prévisions météorologiques de la <a href="http://www.meteo-niger.org">Direction de la Météorologie Nationale du Niger et</a> du système GFS et aussi des prévisions hydrologiques de GLOFAS et <a href="https://fanfar.eu/ivp/">West Africa Hype.</a></p>
<p>La pic de crue a déjà dépassée la station de Bossey Bangou en amont, où le niveau a commencée la descente, dans la journée de hier le pic a rejoint le village de Touré, d&#8217;où l&#8217;observateur SLAPIS M. Harouna Moussa a communiqué au système le niveau Orange le 28/08/2022 à 10h20.</p>
<p>Au niveau de la station en aval à Garbey Kourou, ce matin du 29/08/2022, le niveau était à 07h00 à 412 cm, seulement 9 cm en dessous du niveau d&#8217;alerte Orange (Figure 1).</p>

<p>La prévision météorologique heureusement annonce un pause pluviométrique sur la région du fleuve (Figure 2) et le bassin de la Sirba (Figure 3), ce qui devrait permettre une progressive décrue.</p>

<p>En aval de la Sirba, le fleuve Niger à Niamey à rejoint le niveau de vigilance Jaune et le niveau du Fleuve est pour l&#8217;instant constant juste à la seuil de vigilance Orange située à 580cm (Figure 4).</p>

										<content:encoded><![CDATA[<p>Les prévisions météorologiques à moyen terme annoncent que du 26 au 27 aout 2022 une vaste zone pluvio-orageuse balayera la région du fleuve et le bassin de la Sirba (Source <a href="http://www.meteo-niger.org">DMN-Niger</a>). Par conséquence, la prévision hydrologique montre que un pic de crue pourra se manifester sur la rivière au niveau des localités proches de la confluence avec le fleuve Niger à partir du 28 aout avec des débits supérieurs au niveau de vigilance Orange.</p>

L’analyse des hydrogrammes comparés du fleuve Niger à Niamey montre également que les débits observés au cours du mois d’août 2022, bien qu’inférieurs à ceux des années humides 2012 et 2020, restent globalement supérieurs à ceux de l’année passée et évoluent rapidement vers le seuil d’alerte orange. A ce jour la situation est normale (niveau d’alerte vert) mais elle évolue très rapidement vers la côte d&#8217;alerte jaune d’inondation fixée à 530 cm pour un débit de 1444 m3/s. Une vigilance particulière doit être observée pour les populations insulaires et riveraines du fleuve qui doivent évacuer les zones inondables.<br />

<p>L’hydrogramme de la Sirba, tiré de la plateforme SLAPIS (Système Local d’Alerte Précoce des inondations de la Sirba, www.slapis-niger.org), montre également une montée des eaux à la station de Garbey Kourou située à 9 km de la confluence avec le fleuve Niger. Cette montée tend vers l’alerte jaune.<br />
La hauteur d’eau observée à l’échelle à la date du 23 août 2022 est de de 332 cm pour un débit de 436 m3/s. L’alerte jaune étant fixée à 373 cm pour un débit de 579 m3/s .<br />
La prévision hydrologique des prochains 10 jours montre une crue importante de la Sirba avec des débits qui pourraient atteindre des temps de retour de 50 ans (seuil d’alerte rouge).<br />
Si la montée des eaux se confirme dans les prochains jours, il est conseillé aux populations d’évacuer les zones inondables, d’augmenter le niveau de vigilance et de rester à l’écoute des messages des autorités.</p>

										<content:encoded><![CDATA[<p>Après les inondations du mois de septembre passé quand le fleuve Niger a fait enregistrer le pic jamais observé auparavant de 701 cm, le fleuve fait encore peur.</p>
<p>La crue guinéenne lente mais inexorable a continuée à monter ces derniers mois et la hauteur d&#8217;eau à Niamey ce 11 janvier 2021 à 11h est de 579 cm à 1 cm de la cote d&#8217;alerte orange fixé à 580 cm (source DH, Niger).</p>
<p>L’eau qui venait de se retirer lentement des zones inondées a repris à passer à travers les brèches des digues de Lamordé et du riz du Niger qui, ouvertes par la crue rouge en début septembre, n&#8217;ont jusque-là pas été réparées. <p>Certains quartiers de la rive droite sont à nouveau sous les eaux : c’est le cas de l’Université de Niamey, Lamordé (en bas le marché de Lamordé, photo de Assoumane Aboubacar) et Zarmagandé.</p>

<p>La situation est alarmante même si la montée est très lente et une partie de l&#8217;écoulement est stockée dans les zones inondables. Le pic de la crue guinéenne survient normalement entre fin janvier et début de février ce dernières années. Elle est due aux précipitations dans le haut bassin qui tardent des mois pour transiter à travers le delta intérieur au Mali et rejoindre Niamey, des milliers de kilomètres en aval. Il y a une semaine, l’<a href="http://nigerhycos.abn.ne/portal/spip.php?article437">Autorité de Bassin du Niger prévoyait</a> que le pic soit atteint dans la première moitié du mois de janvier avec une cote maximale que ne devrait pas dépasser les 580 cm.</p>
<p>La Direction de l’Hydrologie du Niger suit de près l&#8217;évolution de la montée des eaux.</p>

La côte &#8220;Issaka&#8221; rejointe en 2012 par la pire inondation de Garbey Kourou dans l&#8217;histoire était de 530 cm. Les dégâts sont énormes, au niveau des ménages, des champs et des infrastructures. L’échelle colorée SLAPIS a aussi été emportée, comme relatée par l&#8217;observateur SLAPIS M. Ali Arouna.</p>

										<content:encoded><![CDATA[<p>Depuis le 12 août 2020 le Fleuve Niger avait dépassé la cote d’alerte rouge. Le 06 septembre à 07h du matin le Fleuve Niger a rejoint un nouveau pic jamais atteint à 680 cm à la suite des précipitations enregistrées sur Niamey et dans les sous bassins en amont. La digue de Lamordé qui avait été rehaussée a fini par céder et les quartiers de Lamordé, Zamargandey, Karadjé et les zones basses de la rive droite du fleuve ont été complètement inondés ainsi que le quartiers de Gamkalley et Saga sur la rive gauche. Les populations ont évacué les quartiers inondés. L’EMIG (Ecole des Mines, Industries et Géologie) et l’Hôpital de Lamordé (CHU) ont été aussi inondés. Depuis lors, la vague de crue a rejoint un plateau et une lente décrue s’est amorcée (Figure 1).<br />

Depuis le début de l’inondation, le projet ANADIA a suivi l’extension des zones inondées dans la capitale à travers l’analyse des images satellitales Sentinel 2 à une résolution de 10 mètres acquises aux dates du 16 août, 5 septembre, 10 septembre et 15 septembre 2020. La classification des zones inondées a été réalisée à l&#8217;aide de l&#8217;indice NDFI (Normalized Difference Flooding Index).<br />
La carte représente l’évolution des zones inondées où les zones en bleu claire sont celles inondées au 10 septembre et celle en bleu plus foncé celles inondées au 15 septembre.</p>

<p>La vague de crue rejoindra les villages en aval à partir de demain lundi 14 septembre à Touré et dans les prochaines 30 heures aux autres villages. La situation étai déjà critique pour les importants dégâts causés les semaines passées. Mais cette vague de crue se présente même plus intense et rapide de celles des mois de juillet et août. Les autorités on été informés grâce au Système Local d&#8217;Alerte Précoce contre les Inondations de la Sirba (SLAPIS). Les populations ont été invitées à prendre toutes les mesures nécessaire pour mettre à l&#8217;abris biens, animaux et personnes.</p>

										<content:encoded><![CDATA[<p>The flood map presented below has been developed from Sentinel 2 satellite images at a resolution of 10 meters acquired on the dates of August 16, September 5 and September 10, 2020. The classification of the flooded areas was carried out using the NDFI index (Normalized Difference Flooding Index).</p>
<p>The hydrological data of the stations of Bossey Bangou and Garbey Kourou on the Sirba and Niamey on the Niger River are available in real time on the platform www.slapis-niger.org.</p>
<p>This map was developed within the framework of the ANADIA2 Project, co-financed by the Italian Agency for Development Cooperation and produced by the Institute for BioEconomics of the CNR, the DIST of the Polytechnic of Turin and the Directorate of National Meteorology from Niger. The Sirba Local Early Warning System against Floods (SLAPIS) was developed in collaboration with the Directorate of Hydrology of Niger.</p>
