Building Local Capacity through Cascading Agrometeorological Training in Niger A scalable model from the PRIMESA initiative

Within the framework of the PRIMESA initiative, funded by the Italian Agency for Development Cooperation (AICS), a structured multi-scale training program is being
implemented in Niger to enhance the use of agrometeorological information for climate-resilient agriculture. In collaboration with the National Directorate of
Meteorology (DMN) and the Ministry of Agriculture of Niger, this training scheme builds on lessons learned from the earlier ANADIA project and aims to reach farmers through a cascading training model.
The program begins at the national level, where international experts train technical staff from the DMN and the Ministry of Agriculture on key topics such as the use
of low-cost rain gauges (pluviomètres paysans), seasonal forecasts, and 10-day agrometeorological bulletins to support decision-making in agronomic crop
management. These national trainers then deliver training at the regional level to agricultural extension officers, who subsequently work directly with farmers in the
field.
The approach combines in-person sessions, practical demonstrations, printed and digital materials, and communication via rural radio and WhatsApp groups during
the growing season. Preliminary evidence shows that trained farmers not only better understand weather and climate information but also apply it more effectively
leading to improved yields.
This experience underscores the importance of co-developing training content with local actors and creating robust, multi-level partnerships to ensure that
meteorological information is not only disseminated but understood and used effectively at the community level. The model developed in Niger offers a replicable
approach for other regions facing similar challenges in agricultural adaptation and training dissemination.

Prototype of a drought monitoring and forecastingsystem for the Tuscany region

A system for drought monitoring and medium–long time forecasting in the Tuscany region (central Italy) is brieﬂy introduced, which is based on ground and satellite data (1km spatial resolution and 16-day temporal resolution). It is also shown how information about current conditions and the future evolution of a drought event is periodically delivered on the LaMMA Consortium website, in collaboration with the Institute of Biometeorology – IBIMET-CNR (now Institute of BioEconomy – IBE-CNR).

HOW

OPEN SOURCE & OGC STANDARDS

SWH manages both mobile and fixed open source sensor platforms, to integrate the existing monitoring networks. This infrastructure is currently focused on the following sensor data categories: Agrometeo, Meteo, Urban Climate, Renewable Energy, Indoor. Components are organized in typical client-server architecture and interact with the sensing process to the representation of the results to end-users. The Web Application enables the data stored in the GeoDB to be viewed and analyzed. The interface is designed following Internet browsers specifications: visualization of collected data, tabular, chart and geographic map.  The services for the dissemination of geo-referenced information adopt the OGC specifications.

Who is it for?

Sensor Web Hub is an infrastructure for the viewing, management and sharing of data from non-conventional meteorological and environmental networks in real time. It can be used as a support for scientific research, but also as an infrastructure for all types of users who have a need to share monitoring data in restricted or open networks. The flexibility of the platform allows custom-made projects to be created to respond to different user needs, both public and private.

About Med-Gold

The MED-GOLD project aims to develop climate services for olive, grape, and durum wheat crop systems that are the basis for producing olive oil, wine and pasta. This set of crops and related food products is of utmost climatic, ecological, economic, and cultural relevance to the Mediterranean region. Because olive oil, wine and pasta are not only hallmarks of the Mediterranean diet but also food commodities with a global market, there is considerable potential for developing climate services with high added-value for olive, grape, and durum wheat. A key challenge is to co-design prototype pilot service applications involving both suppliers and users in the three major traditional Mediterranean crop systems so as to demonstrate the added-value of data/information-driven responses to changes in the climate system. The operational decision-making of users will be reviewed to either identify key decisions or introduce new actions that can benefit from climate-related information at different timescales from months to decades.

project goals

MED-GOLD will demonstrate the proof-of-concept for climate services in the agriculture sector by developing case studies for three hallmarks of the Mediterranean food system: grapes, olives and durum wheat. Agriculture is primarily climate-driven and hence highly vulnerable to climate variability and change. Evidence suggests that the Mediterranean region is under immediate threat of shifting climate patterns and the associated ecological, economic and social effects. Developing a capacity to turn the increasingly big climate-related data into tailored climate services that can inform decision-making in agriculture, is therefore a priority both in Europe and worldwide. The long-term goal of this project is to make European agriculture and food systems more competitive, resilient, and efficient in the face of climate change, by using climate services to minimize climate-driven risks/costs and seize opportunities for added-value.

A Counting Process Approach for Trend Assessment of Drought Condition

This paper discusses some methodological aspects of the historical analysis of drought, particularly the trend assessment. The Standardized Evapotranspiration Index (SPEI) is widely used as a measure of drought condition. Since different SPEI thresholds allow classifying the risk into moderate, severe, and extreme, the drought occurrence becomes a counting process. In this framework, would a statistical trend test based on a Non-Homogeneous Poisson Process (NHPP) give a similar result of the nonparametric Mann–Kendall (MK) test? In this paper, we demonstrate that the NHPP approach is able to characterize the information given by the classical MK approach in term of drought risk classes. Furthermore, we show how it can be used to reinforce the framework of drought trend analysis in combination with a standard non-parametric approach. At a global scale, we find that:(1) areas under increasing risk of drought identified by the NHPP approach are considerably larger in comparison to those identified by MK; and (2) the results of the two tests are different during crucial periods such as hydrological droughts in winter and spring

AgroSat combines digital technologies (IoT and Big Data) and scientific research products to create a direct connection between research, companies and farmer entrepreneurs.

New technologies are changing the way we take care of agriculture, but costs, lack of training and standard protocols are an obstacle especially for small farms. We believe that an open and free platform for quick and precise access to data and information may help farmer transform them, with their experience, into knowledge.

The Context

In Italy, the application of precision farming is very heterogeneous and it covers only 1% of the whole agricultural area. Meanwhile the agricultural system is required to maximise the production when at the same time, with challenging climatic conditions, it needs to maintain high quality of standards and to abide more-strict environmental regulations.

Unlike other European countries, in Italy there is a need to support the agri-food chain users with up-to-date information and research products.

This is where AgroSat platform comes in, providing satellite data, testing new analysis approaches for multi-source data integration, supporting the participatory approach to agro-environmental monitoring. It is primarily used to monitor field data through Earth Observation satellites, programming distribution of chemicals and knowing the location and cause of crop-stress to optimize quantities applied. It is a great platform that saves farmers both time and money.

SLAPIS a été développé dans le cadre du projet ANADIA 2.0 par une équipe pluridisciplinaire coordonnée par le DIST (Dipartimento Interateneo di Scienze, Progetto e Politiche del Territorio del Politecnico e dell’Università di Torino) et composée par la Direction de l’Hydrologie et la Direction de la Météorologie Nationale du Niger et IBE-CNR. Le projet a été cofinancé par l’Agence Italienne pour la Coopération au Développement.

Qu'est-ce que c'est?

Les données observées et prévues, les scénarios de risque basés sur la situation hydrologique courante, les jeux de données collectées pendant les activités du projet sont accessibles par les utilisateurs à l’aide du système d’information SLAPIS publié sur une plateforme web www.slapis-niger.org. En plus le système est caractérisé par de services automatique d’envoie des informations sur la situation hydrologique courante et le scenario de risque relatif pour supporter la Direction de l’Hydrologie du Niger et les autres acteurs du Système d’Alerte Précoce dans la prise de décisions et la gestion des risques d’inondation au niveau local. Tous les services web de la plateforme ont été développées avec l’objectif d’intégrer les six niveaux prioritaires identifiés pour fournir une information fiable et en temps opportun: Observations, Prévisions, Niveaux de vigilance, Scénarios d’inondation, Bulletins de vigilance, Access libre aux données.

Observations

Le système SLAPIS télécharge, à intervalles d’une heure, les observations à partir des stations automatiques de Bossey Bangou (BB) et Garbey Kourou (GK). Le «service de téléchargement» est basé sur le protocole FTP (FileTransfer Protocol) que à partir de l’accès, avec mot de passe, au server du Ministère de l’Hydraulique, enregistre les données brutes dans le gestionnaire de base de données PostgreSQL du système SLAPIS. Une « service de publication » par contre permet de publier en temps réel, sur l’interface SLAPIS, les données de hauteur du niveau d’eau et du débit observés, en forme de graphique et de tableau. Ce dernier service est plus complexe car il tourne dans de base de données PostgreSQL une procédure, développée avec le langage de programmation PL/pgSQL, l’algorithme de conversion de la hauteur du niveau d’eau en débit pour chaque station hydrométrique. Les algorithmes et les coefficients, calibrés sur les séries historiques des données des stations, utilisées dans procédures sont le résultat des études hydrauliques réalisés par le DIST pendant les activités 2018/2019 du projet. En outre, pour faciliter l’accès direct aux données affichées sur le graphique de l’interface, une fonction qui permet à l’utilisateur de téléchargé les données dans le format CSV, XLS or en image PNG .

Activité sur l'integration des données observées

Des échelles colorées ont été installées au niveau des principaux villages riveraines de la Sirba. Avec l’application libre KoboCollect, les observateurs villageoises collectent, selon un protocole et format bien définît, les observations sur le niveau de vigilance (vert, jeune, orange et rouge). Une « service d’affichage des observations » permet de se connecter au service API de la base de données de KoboToolbox et lier les informations collectées aux échelles recensées dans la base de données PostgreSQL du système SLAPIS, à savoir aux villages de Tallé, Garbey Kourou Larba Birno, Larba Touloumbo et Touré. Enfin, une procédure a été développée pour permettre à la fonction d’interrogation sur le marquer de chaque échelle colorée géo-localisée de visualiser sur l’interface de la plateforme web la couleur du «niveau de vigilance» observée à niveau villageois.

Prévisions

La prévision du scenario de risque publiée sur la plateforme SLAPIS est basé sur le modèle hydrologique global GloFAS et sur les études d’optimisation des prévisions à l’échelle locale mise à point par le DIST pendant l’année 2019. Toutefois, il a été nécessaire de développer une procédure de téléchargement (download) et extraction des données GloFAS comme travail préliminaire à l’optimisation du modèle hydrologique global.
Donc le système SLAPIS, à l’état actuel, télécharge chaque jour du serveur-FTP de GloFAS les prévisions quotidiennes, fait l’extraction pour le bassin de la Sirba des valeurs prévisionnelles de débit et les stocke dans la base de données géographiques PostgreSQL. Une procédure PL/pgSQL, qui tourne dans la base de données, a été développée pour générer les nouvelles valeurs de prévisions en appliquant les équations et le paramètres d’optimisation, pour intervalles temporelles.
En fin, un «service de publication» permettre de visualiser les données des prévisions de débit, en format graphique et tabulaire, pour les deux stations hydrométriques. Une procédure similaire a été aussi développée pour le téléchargement des prévisions du model World Wide HYPE (WH) sur l’Afrique de l’Ouest.
Dans ce cas, le services API de WH ont été utilisés pour télécharger les données brutes de sept sous-bassins du Niger et les archiver dans la base de données PostgreSQL. Des services web d’accès à la base de données WH ont été enfin développés pour finaliser les études d’optimisation des prévisions sur les deux années disponibles. Les prévisions optimisées seront accessibles et consultables seulement à travers la section réservée aux utilisateurs autorisés.

Niveaux de vigilance et scénarios d’inondation

Création automatique des informations sur la « Situation Courante » concernant le scénario de risque

Visualisation en temps réel des données dans les graphiques des stations de Bossey Bangou et Garbey Kourou;
Visualisation en automatique, sur le fonds de carte de l’application SLAPIS, des couches des 4 «Scenarios des zones inondables» liés au seuil de vigilance dépassée à la station de Bossey Bangou;
Visualisation des informations enregistrées aux «échelles colorées»;
Création en automatique des messages d’alerte interne au système destinés à l’administrateur du système et/ou au personnel de la DH.

Bulletin de Vigilance

Une section réservée de la plateforme SLAPIS, accessible avec authentification et mot de passe, a été développée pour la gestion du « Bulletin de vigilance », crée par le système de façon dynamique. Les dépassements des « seuils de vigilance » activent la rédaction automatique du bulletin de vigilance contenant les messages relatifs à chaque seuil (Vert, Jeune, Orange et Rouge). Les bulletins de vigilance peuvent être envoyés par la Direction de l’Hydrologie pour activer la chaîne d’alerte des autorités nationales et locales telle que définie par le code d’alerte national. Le bulletin, une fois visualisé et complété avec des notes adjonctives par la DH, peut être enregistré comme pdf et envoyé par courrier électronique, directement à partir de la plateforme SLAPIS, aux acteurs concernés.

Catalogue des Données

La plateforme web utilise une application de catalogage de données CKAN, personnalisée pour le SLAPIS, pour l’accès libre aux jeux de données et à la documentation du projet ANADIA. Elle s’appuie sur le gestionnaire de base de données PostGreSQL et sur de nombreux autres composantes open source. Elle dispose également de plusieurs API permettant de charger des jeux de données et des fichiers attachés et d’interroger le catalogue de métadonnées à distance. Chaque enregistrement de ‘jeu de données’ dans le catalogue SLAPIS contient une description des données et d’autres informations utiles, telles que les formats disponibles (SHP, GeoJSON, JSON and CSV), le producteur, si elles sont librement disponibles et quels sont les sujets dont elles traitent. Le catalogue est en développement continu afin de satisfaire l’ensemble des besoins de la communauté Open Data pour l’avancement des connaissances hydrologiques et hydrauliques à niveau locale pour réduire le
risque d’inondation.

Why a Drought Observatory?

Increasing environmental resilience to cope with drought and reduce temporal gaps. Scientifically-based technical support to deliver simple, timely and reliable information. Drought monitoring supports a better resilience to reduce the impacts of drought events.

Proactive approach

Heat waves and droughts have important and increasing repercussions on physical, chemical and biological systems, and on some socio-economical aspects such as health, agriculture, natural ecosystems and tourism.

One of the main challenge to cope with drought is to reduce the temporal gap between the onset and development of a dry period, and the response in managing drought-related emergencies.

Drought monitoring and forecasting system

The system provides a semi-automatic, detailed, timely and comprehensive operational service. This service, initially developed for Tuscany Region, supports decision makers, water authorities, researchers and general stakeholders

Meteorological stations network, satellite images and models are integrated through an open source and interoperable SDI (Spatial Data Infrastructure) based on PostgreSQL/PostGIS to produce vegetation and precipitation indices to follow the occurrence and evolution of a drought event.

The system is based on a monitoring component and on a forecasting ones. It uses two type of indices:

direct climate-based indices.
indirect vegetation-based indices.

Main Features

Web GIS Drought

A WebGIS application based on open source solutions customized to integrate different datasets and share maps and graphs of drought indices with researchers, decision-makers and other stakeholders. Different functions allow to select sections of territory or visualize the trend of the indices in a specific pixel. Maps and graphs can also be downloaded in png format.

The Monthly Bulletin

The Monthly bulletin on Tuscan drought current and future conditions and local impacts. An Operational Services for decision makers, water management authorities and stakeholders to read updates on drought situation. At present the bulletin is issued only in Italian.

Open Data

Through CKAN and GeoServer, a complete catalogue to publish data and metadata in several formats and standard protocols. Spatial data can be integrated and reused by any third-party client application.

The SDI set up for the Observatory allows the dissemination of comprehensive, up-to-date information, customisable for different end users and delivered through different channels.

New technical improvements in the ICT infrastructure, coupled with scientific advances, allow a timely, ready-to-use and users-specific upgrading of the early warning communication.

A Service-Oriented Architecture (SOA) based on Open Geospatial Consortium (OGC) standards. Database-centred architecture, with PostgreSQL DataBase Management System.

Innovative Approach

The geographic data flows (from the download of remote sensing and climatic data to the storage of final indices) and all the related geoprocessing functions are integrated in a single environment.

Advanced Statistical Procedures

The integration of the PL/R (R Procedural Language) wrapper into the procedural language of PostgreSQL (PL/pgSQL) allowed the creation of advanced statistical procedures using R engine.
