										<content:encoded><![CDATA[<p>La situation hydrologique au cours du mois de septembre 2024 a été caractérisée par des précipitations qui ont engendré d&#8217;importants écoulements au niveau du fleuve Niger qui drainent des volumes d’eau de plus en plus importants. Plusieurs cas d&#8217;inondations ont été enregistrés avec d&#8217;énormes dégâts sur les terres agricoles et les habitations.</p>
<p>A la station hydrométrique du Niger à Niamey, <strong>le débit maximum </strong><strong>mensuel de 2133 m<sup>3</sup>/s (hauteur d’eau 632 cm) a été observé le 13 et 16 septembre 2024</strong> dépassant ainsi le seuil d’alerte rouge fixé à 620 cm. <strong>Le minimum de 1456 m<sup>3</sup>/s (hauteur d’eau 532 cm) a été observé le 05 septembre 2024.</strong> <strong>Le</strong> <strong>débit moyen mensuel au cours de ce mois de septembre est de 1889 m<sup>3</sup>/s</strong> correspondant à un <strong>volume moyen écoulé de 4,896 milliards de m<sup>3</sup></strong>, contre 1320 m<sup>3</sup>/s (volume écoulé 3,420 milliards de m<sup>3</sup>) sur la même période l’année passée en 2023, 1865 m<sup>3</sup>/s (volume écoulé 4,834 milliards de m<sup>3</sup>) l’année humide 2012 et 2239 m<sup>3</sup>/s (volume écoulé 5,803 milliards de m<sup>3</sup>) l’année humide 2020.</p>
<p>A partir du 13 septembre 2024, plusieurs ondes de crues ont été signalées avec des hauteurs d’eau qui ont dépassé le seuil critique dit « <strong>seuil d’alerte rouge fixée à 620 cm pour un débit de 2 046 m<sup>3</sup>/s</strong> ». Ce niveau de seuil, faut-il le rappeler, a une menace directe sur la sécurité des personnes et des biens.</p>
<p>L’analyse des hydrogrammes des débits montre également que celui de cette année est globalement au-dessus de celui de l’année passée, de la moyenne décennale (2014-2023) et de l’année humide 2012.  Il reste également au-dessus de celui de l’année humide 2020 dans la deuxième moitié de la troisième décade (<strong>Figures 1</strong>).</p>

										<content:encoded><![CDATA[<p>The Annual Conference of the European Meteorological Society was held in Barcelona from September 2-6. This year the theme of the conference was “The role of weather and climate research in the achievement of a climate-neutral Europe.” In the perspective of a sustainable and climate-neutral Europe, the role of weather and climate research is crucial. To address the pressing challenges of climate change, our society needs to adopt informed decision-making processes and innovative solutions. The goal of the conference is to explore the role of weather and climate research in shaping policies, strategies and technologies that will pave the way toward a climate-neutral society.</p>

										<content:encoded><![CDATA[<p>Since the 2000s, Niger and Burkina Faso have been increasingly affected by floods, with a peak in 2020 that affected more than one hundred thousand people in Burkina Faso and over six hundred thousand in Niger. Hence, the Sahelian governments have recognized the urgent need to implement early warning systems to help riverine communities cope with the increasing frequency and intensity of extreme hydro-meteorological events in the region.</p>
<p>To address this challenge, the governments of Niger and Burkina Faso prompted to extend the Flood Early Warning System (<a href="https://climateservices.it/progetto/slapis/">SLAPIS</a>), developed and tested on the Niger section of the Sirba River as part of the <a href="https://climateservices.it/progetto/anadia/">ANADIA2 project</a>.</p>
<h2>Who will implement the project?</h2>
<p>The SLAPIS Sahel project is jointly formulated by stakeholders from both countries, with the support of the Italian partners of ANADIA2. The project aims to reduce the risk of flooding and adapt to climate change for the most vulnerable populations living along the Sirba and the other tributaries in Niger and Burkina Faso.</p>
<p>The Interuniversity Department of Science, Planning, and Territorial Policies (<a href="https://www.dist.polito.it/" target="_blank" rel="noopener">DIST</a>) of the Politecnico di Torino will carry out the project in collaboration with the Istituto per la Bioeconomia del Consiglio Nazionale delle Ricerche (IBE-CNR), the Direction de la Météorologie Nationale (<a href="https://www.meteo-niger.org/" target="_blank" rel="noopener">DMN</a>), and the Direction de l&#8217;Hydrologie (DH) of Niger and the Agence Nationale de la Météorologie (<a href="https://www.meteoburkina.bf/" target="_blank" rel="noopener">ANAM</a>) and the Direction des Etudes et de l&#8217;Information sur l&#8217;Eau (DEIE) of Burkina Faso.</p>
<p>The project is co-financed by the <a href="https://www.aics.gov.it/" target="_blank" rel="noopener">AICS</a>, Agenzia Italiana per la cooperazione allo sviluppo.</p>

<h2>Project Objective</h2>
<p>SLAPIS Sahel is an important project that will help vulnerable communities in Niger and Burkina Faso manage the risks associated with flooding and other extreme hydrometeorological phenomena.</p>
<p>The broad objective of the <a href="https://climateservices.it/progetto/slapis-sahel/">SLAPIS Sahel</a> project is to reduce hydro-meteorological risk and support adaptation to climate change. Its specific aim is to strengthen the skills and capacities of the National Hydrometeorological Services of Burkina Faso and Niger by consolidating cross-border cooperation and reinforcing collaboration between the different administrative levels in each country. These actions are crucial to increase resilience towards floods and other extreme hydrometeorological phenomena.</p>
<p>The initiative&#8217;s objectives and expected results align with the United Nations&#8217; Sustainable Development Goals. Its implementation will contribute significantly to the countries&#8217; sectoral strategies, ultimately leading to sustainable development in the region.</p>

										<content:encoded><![CDATA[<p>An interesting recently published article accurately analyzes how agroclimatic information can reduce the risks of droughts and floods in Niger. The title of the article is &#8220;Evaluation of the Impact of Seasonal Agroclimatic Information Used for Early Warning and Farmer Communities’ Vulnerability Reduction in Southwestern Niger.&#8221;, the authors Seydou, T.H.; Agali, A.; Aissatou, S.; Seydou, T.B.; Issaka, L.; Ibrahim, B.M., and it was published on  <em>Climate</em> <b>2023</b>, <em>11</em>, 31. <a href="https://doi.org/10.3390/cli11020031" target="_blank" rel="noopener">https://doi.org/10.3390/cli11020031</a></p>
<p>The study surveyed communities in Niger and was conducted within the framework of the <a href="https://climateservices.it/progetto/anadia/">ANADIA project</a> implemented by the National Meteorological Direction (NMD) of Niger. The results highlight that seasonal forecasts helped farmers make decisions about planting and harvesting crops, as well as managing livestock. For example, farmers were able to select the best sowing date for crops and plan for the return of livestock during transhumance.</p>
<p>Within the examined regions, 73.6% of individuals receive agroclimatic information, including comparisons between years, anomalies, long-term trends, climate projections, and seasonal forecasts. Almost all individuals (99%) receive meteorological information, which includes hourly and weekly weather forecasts.</p>
<p>According to the survey, 94.3% of respondents consider the information to be highly pertinent to the community&#8217;s needs. However, only 65.4% confirm that they receive helpful advice. Most respondents prioritize fundamental sectors such as agriculture and food security (77%), livestock (58%), health (49%), water resource management (44%), and disaster reduction (43%).</p>
<p>After attending the community awareness workshops on the use of climatic information, 82% of the populations surveyed in the eight municipalities of the study area reported changes in their habits and practices, while 18% continued with their usual way of doing things. Agricultural practice modifications are connected to various factors such as the timing of sowing, the variety of seeds employed, the areas for cultivation, and the methods of farming.</p>

<p>The release of agroclimatic information led to market speculation, with prices for agricultural products and livestock fluctuating depending on the projected configuration. However, despite these fluctuations, farmers were able to use the information to their advantage and reduce the risk of disaster, particularly floods and droughts. This led to fewer losses of human and animal lives and minimized the destruction of infrastructure.</p>
<p>The communities in Niger had a good understanding of the indicators of a good or bad season and had developed coping strategies to deal with climate adversities. For example, in a bad season with seasonal rainfall deficits, farmers used strategies such as selecting drought-resistant crops and focusing on animal husbandry.</p>
<p>The study highlights the need for a review of the climate information dissemination mechanism in the area, as only 10% of the population has access to information on seasonal forecasts of agroclimatic conditions. This review is crucial for building the resilience of communities to climate variability and change. Nonetheless, the study concludes that agrohydroclimatic early warning information can be a valuable tool for farmers in Niger and other regions affected by climate variability. To this end, it recommends strengthening agricultural policies and support for the farming sector to ensure that farmers have the resources and tools they need to adapt to changing climate conditions.</p>

										<content:encoded><![CDATA[<p>La crue guinéenne observée depuis le 18 octobre 2022 à la station hydrométrique de Niamey a été marquée par une montée des eaux dans le sous bassin du Niger Moyen, notamment dans les Régions de Tillabéry, Niamey et Dosso. Quelques cas d’inondations ont été constatés dans certaines localités riveraines du fleuve avec des dégâts sur les terres agricoles.</p>
<p>Cette crue a atteint et a dépassé les côtes d’alerte jaune (530 cm pour un débit de 1444 m3/s le 20 novembre) et orange (580 cm pour un débit de 1766 m3/s le 29 décembre) avant d’amorcer une descente. La décrue se poursuit lentement, avec un niveau de 567 cm le 16 janvier 2023.</p>

<p>Le volume d’eau transité à la station de Niamey sur la période allant du 1er juin 2022 au 16 janvier 2023 a été de 22,3 milliards de m3, supérieur de celui observé l’année passée 2021 qui était de 19,4 milliards de m3 sur la même période. Ces volumes d’eau transités seront à mesure de satisfaire les besoins des différents usagers.</p>

										<content:encoded><![CDATA[<p>Le Fleuve Niger à Niamey connaît au cours du mois de décembre 2022 une montée des eaux due à la crue guinéenne, qui est la resultante des apports venants du haut bassin de la Guinée en passant par le Mali. A la date du 9 novembre 2022 le niveau du fleuve a dépassé la cote de vigilance jaune. Le 19 décembre le niveau de 567 cm a été observé, en ligne avec les niveaux de la meme date des années humides (2012/13, 2020/21, 2021/22). Au vue de la montée qui progresse vers la seuil d&#8217;alerte orange, les autorités demandent de observer une vigilance particulière.</p>

										<content:encoded><![CDATA[<p>The European Meteorological Society Annual Conference (EMS2022) is taking place from 4 to 9 September 2022 at the Poppelsdorf Campus of the University of Bonn.<br />
As a side event, the workshop on <strong>Effective communication of agrometeorological services</strong> is scheduled as a full-day event for today Wednesday 7 September 2022.<br />
The aim of this workshop is to have an overview of the existing agrometeorological services and to discuss how new technologies and initiatives would change the agrometeorological services in future.<br />
Workshop co-organizers are the International Society of Biometeorology, Met Eireann, Solco W. Tromp Foundation, Slovenian Environment Agency, European Meteorological Society and Slovenian Meteorological Society.</p>
<p>Vieri Tarchiani, CNR-IBE, presented an analysis of the Anadia 2.0 project to highlight how Digital Technology and climate service co-production can leverage positive interaction and trust among different actors, increasing the effective use of climate services.</p>

<h3><strong>Abstract</strong></h3>
<p>Digital technology (DT) is gaining momentum for the last mile communication of Agrometeorological Services (AS) in Niger: DT (particularly WhatsApp and Kobocollect) enhances the interaction and information exchange within the system actors and contributes to building trust and changing the relations between information providers, extension officers, and farmers. DT also empowers communities to contribute to the service co-production with observed data on local conditions and timely feedback on information received and its performance, thereby improving their engagement in the AS. Nevertheless, rural radios still are the most powerful tool for reaching farmers directly. However, the effective use of these channels requires propaedeutic training activities.</p>

										<content:encoded><![CDATA[<p>A la date du <strong>29 août 2022</strong>, le maximum de la crue locale du Fleuve Niger à la station de Niamey a atteint et dépassé la cote de <strong>580 cm</strong>, correspondant à <strong>un débit de 1 766 m<sup>3</sup>/dépassant ainsi la cote d’alerte orange</strong>. Elle dépasse également les valeurs observées l’année passée en 2021 qui était de 494 cm pour un débit de 1 230 m<sup>3</sup>/s et celle de la moyenne décennale (2012-2021) qui est de 543 cm pour un débit de 1 650 m<sup>3</sup>/s à la même date.</p>
<p><strong>Par ailleurs, l’analyse des hydrogrammes des débits (cf. figure n°1 ci-dessous) montre que celui de cette année est en montée fulgurante dépassant ainsi celui de l’année passée et celui de la moyenne décennale (2012-2021). Il est toutefois en dessous de ceux des années humides 2021 et 2020.</strong></p>

										<content:encoded><![CDATA[<p>Depuis hier matin, le 28/08/2022, l&#8217;Alerte Orange est déclenchée sur la Sirba. Le <a href="http://www.slapis-niger.org">Système Local d&#8217;Alerte Précoce contre les Inondations de la Sirba (SLAPIS)</a> suivait de prés la situation à travers ses observateurs et ses stations hydrométriques automatiques. La vague de crue avait été <a href="https://climateservices.it/hydrological-bulletin-niger-and-sirba/">prévue depuis une semaine</a> grâce aux prévisions météorologiques de la <a href="http://www.meteo-niger.org">Direction de la Météorologie Nationale du Niger et</a> du système GFS et aussi des prévisions hydrologiques de GLOFAS et <a href="https://fanfar.eu/ivp/">West Africa Hype.</a></p>
<p>La pic de crue a déjà dépassée la station de Bossey Bangou en amont, où le niveau a commencée la descente, dans la journée de hier le pic a rejoint le village de Touré, d&#8217;où l&#8217;observateur SLAPIS M. Harouna Moussa a communiqué au système le niveau Orange le 28/08/2022 à 10h20.</p>
<p>Au niveau de la station en aval à Garbey Kourou, ce matin du 29/08/2022, le niveau était à 07h00 à 412 cm, seulement 9 cm en dessous du niveau d&#8217;alerte Orange (Figure 1).</p>

<p>La prévision météorologique heureusement annonce un pause pluviométrique sur la région du fleuve (Figure 2) et le bassin de la Sirba (Figure 3), ce qui devrait permettre une progressive décrue.</p>

<p>En aval de la Sirba, le fleuve Niger à Niamey à rejoint le niveau de vigilance Jaune et le niveau du Fleuve est pour l&#8217;instant constant juste à la seuil de vigilance Orange située à 580cm (Figure 4).</p>
