										<content:encoded><![CDATA[<p><em>Florence, 14 October 2025</em> — Climate change is amplifying the frequency and intensity of extreme weather events worldwide, with devastating effects on societies, infrastructures and economies. These impacts are particularly severe in the Sahel, where high social and economic vulnerability combines with exposure to floods, droughts, and heatwaves. In response, Italian research and meteorological institutions are joining forces with their African counterparts to improve forecasting capacity and strengthen early-warning systems for natural risk reduction.</p>
<p>Under the coordination of the National Research Council of Italy (CNR), through its Institute for BioEconomy (CNR-IBE), and the LaMMA Consortium — the operational meteorological service of the Tuscany Region — an international meeting titled <em>“International Cooperation in Applied Meteorology for Reducing Hydroclimatic Risks”</em> has been held in Florence, Italy, on 14 October 2025. The event brings together representatives of Italian and African meteorological services, researchers, international organizations, and cooperation agencies to share experiences, consolidate partnerships, and discuss future directions for operational forecasting in the region.</p>

<p>As highlighted by CNR, <em>“Climate change and natural disasters represent a common challenge at all latitudes.”</em> This shared challenge requires joint scientific action, capacity building, and knowledge exchange. For more than forty years, CNR has been engaged in research, technology transfer and training  — through the World Meteorological Organization’s Regional Training Centre in Italy (WMO-RTC Italy) — in Africa promoting collaboration and co-development in meteorology, climatology, and agrometeorology.</p>

<p>The Florence meeting showcases this long-standing cooperation, particularly through projects such as <a href="https://climateservices.it/progetto/slapis-sahel/"><strong>SLAPIS Sahel</strong></a>, funded by the <strong>Italian Agency for Development Cooperation (AICS)</strong> and implemented by the <strong>Politecnico di Torino</strong>, <strong>CNR-IBE</strong>, <strong>LaMMA</strong>, and the national meteorological services of <strong>Niger</strong> and <strong>Burkina Faso</strong>. The initiative focuses on improving operational meteorological forecasting chains and developing hydrometeorological early-warning services adapted to local contexts. It also invests in human capacity — training African forecasters, modellers, and IT specialists both in Italy and in their home countries — to ensure that advanced tools like the <strong>MOLOCH</strong> and <strong>WRF</strong> models can be effectively used for real-time weather prediction.</p>

<p>Beyond its scientific dimension, the event symbolizes a broader vision of international cooperation: building resilience together, across continents, through shared knowledge and trust. It includes the signing of new collaboration agreements between the Italian and African institutions, reaffirming the commitment to long-term partnerships that go beyond project cycles.</p>
<p>As LaMMA emphasizes, <em>“operational meteorology and international cooperation go hand in hand when it comes to protecting lives and livelihoods.”</em> By pooling expertise and resources, Italy, Niger and Burkina Faso are contributing to a global effort to make meteorological services more accurate, inclusive, and impactful.</p>
<p>At a time when climate extremes are increasing everywhere, initiatives like this one highlight how joint scientific collaboration can turn forecasting into foresight — and foresight into resilience.</p>

										<content:encoded><![CDATA[<p>Farmers may experience variable interannual yields with associated agronomic and management costs, even if they are growing locally adapted crops. However, climate services can assist farmers in making the best decisions aimed at reducing the impacts of climate change, or in other words, managing the climate risk.</p>
<p>The IBE-CNR has been involved in the development of climate services for agriculture for a long time. In a recent study, the IBE-CNR developed an algorithm to identify a composite index that can summarise the risk of having exceptionally low yields due to the co-occurrence of multiple stressors. The study focused on olive yields and climate stressors in Italy as a pilot case, but the idea is easily transferable to other contexts. Specifically, for olive yields, the composite index showed how the occurrence of warm winters and early springs (Jan-Apr), followed by a cool late spring (May-Jun) and early autumn (Sep-Oct), have the highest negative impact on yields.</p>
<p>The authors suggest that improving the understanding of how interannual crop yields are modulated by seasonal local climate would enhance the development of actionable services to alert stakeholders of potential climate risks. Additionally, the composite risk approach could lay the groundwork for an integrated meteorological seasonal forecasting system that provides stakeholders with timely insights on factors affecting within-season yield development. This would enable farmers to schedule suitable agronomic practices to manage climate risks.</p>

										<content:encoded><![CDATA[<p>La crue guinéenne observée depuis le 18 octobre 2022 à la station hydrométrique de Niamey a été marquée par une montée des eaux dans le sous bassin du Niger Moyen, notamment dans les Régions de Tillabéry, Niamey et Dosso. Quelques cas d’inondations ont été constatés dans certaines localités riveraines du fleuve avec des dégâts sur les terres agricoles.</p>
<p>Cette crue a atteint et a dépassé les côtes d’alerte jaune (530 cm pour un débit de 1444 m3/s le 20 novembre) et orange (580 cm pour un débit de 1766 m3/s le 29 décembre) avant d’amorcer une descente. La décrue se poursuit lentement, avec un niveau de 567 cm le 16 janvier 2023.</p>

<p>Le volume d’eau transité à la station de Niamey sur la période allant du 1er juin 2022 au 16 janvier 2023 a été de 22,3 milliards de m3, supérieur de celui observé l’année passée 2021 qui était de 19,4 milliards de m3 sur la même période. Ces volumes d’eau transités seront à mesure de satisfaire les besoins des différents usagers.</p>

										<content:encoded><![CDATA[<p>Le Fleuve Niger à Niamey connaît au cours du mois de décembre 2022 une montée des eaux due à la crue guinéenne, qui est la resultante des apports venants du haut bassin de la Guinée en passant par le Mali. A la date du 9 novembre 2022 le niveau du fleuve a dépassé la cote de vigilance jaune. Le 19 décembre le niveau de 567 cm a été observé, en ligne avec les niveaux de la meme date des années humides (2012/13, 2020/21, 2021/22). Au vue de la montée qui progresse vers la seuil d&#8217;alerte orange, les autorités demandent de observer une vigilance particulière.</p>

<p>Tema centrale dell’edizione 2017 sono i <strong>dati nella ricerca</strong>: un bene prezioso che sempre di più costituisce il vero valore del lavoro scientifico e che, nelle varie sfaccettature e declinazioni, è presente in tutte le discipline con requisiti comuni, peculiarità proprie e necessità emergenti.</p>
<p>Dai <strong>Big Data</strong> agli <strong>open data</strong>, dalla <strong>condivisione</strong> alla <strong>conservazione</strong>, dai <strong>servizi di elaborazione</strong> di grandi moli di dati all’<strong>Internet of Things</strong>: sono tanti gli argomenti affrontati nel corso della tre giorni su innovazione e collaborazione al servizio della ricerca.</p>
<p>Si invitano contributi che abbiano un particolare riferimento a:</p>

<li>Uso di infrastrutture di rete e servizi per la gestione, condivisione, archiviazione di dati;</li>
<li>Metodologie e politiche di gestione dati replicabili in ambito multidisciplinare;</li>

In collaborazione con l’Associazione Caffescienza di Firenze (<a href="https://www.google.com/url?q=http://www.caffescienza.it&amp;sa=D&amp;ust=1487772132513000&amp;usg=AFQjCNF5Si-UBUz660z5rrRncRMn7fs7Mg">www.caffescienza.it</a>), è in corso un’indagine esplorativa per verificare la possibilità di coinvolgere i cittadini in attività di ricerca per il monitoraggio ambientale.<br />
A tal fine, Le saremmo molto grati se potesse compilare questo breve questionario in cui Le verranno poste alcune domande sulla eventuale disponibilità a ospitare nella sua abitazione una telecamera e una stazione mobile e a collocarle su una o due finestre che si affaccino su una strada ad alto flusso di traffico. Ciò sarà finalizzato alla raccolta di dati sul traffico della strada e all&#8217;emissione di gas inquinanti ad esso eventualmente correlata (nella foto viene indicata una possibile collocazione della stazione o delle stazioni).</p>
<p>La telecamera di rilevamento dei flussi di traffico non memorizza né trasmette alcuna immagine che viene trattenuta nella memoria del dispositivo per il tempo strettamente necessario all&#8217;analisi e quindi, subito dopo eliminata.</p>
<p>Questa indagine è parte di una attività di Citizen Science &#8211; termine inglese che indica una metodologia di partecipazione attiva dei cittadini alla ricerca – ed è propedeutica sia allo sviluppo di progetti di monitoraggio ambientale urbano sia alla raccolta di suggerimenti da parte dei cittadini per migliorare la ricerca e la conoscenza.</p>
<p>Si ricorda che la compilazione del questionario è assolutamente anonima e richiederà circa 10 minuti.</p>

<p>SensorWeb Hub supported the development of the first prototype of the Mobile Urban Network (RUM) in the Florence metropolitan area—a meteorological monitoring system based on low-cost sensors connected to Arduino open-source platforms, and mounted on mobile units (public transport vehicles on wheels and rails). The goal: monitor key meteorological and environmental variables across the city in real time.</p>

<p>Between 2012 and 2015, over 1,180,000 data points were collected from six mobile stations. Although the analysis is still ongoing, the data gathered show a strong correlation with measurements from nearby fixed weather stations—particularly regarding temperature and humidity. This confirms the accuracy and reliability of the low-cost sensors, demonstrating that even economically accessible tools can provide robust data coverage across urban environments.<br />

										<content:encoded><![CDATA[<p>In January 2016 CNR Ibimet started a collaboration with <a href="http://www.magentalab.it/" target="_blank" rel="noopener">MagentaLab</a>, in the framework of a project focused on traffic flow and air quality monitoring. The project will  be based on:</p>
<ul>
<li>the low-cost platform &#8220;AIRQino&#8221; for air quality monitoring, developed by Ibimet, and already used in several projects on smart-cities</li>
<li>the Magenta platform for traffic flow.</li>
</ul>
<p>Magenta and IBIMET are going to share their monitoring platforms and collect data, in order to investigate the correlation between traffic flows and the concentration of pollutants (CO2, NO2, CO)  in urban environments.</p>

<p>For this purpose, an AIRQino monitoring station has already been installed at Magenta headquarters, where it is also managed the sensor CHEST/TrafficFlow.</p>
<p>The collaboration is at its very early stage and it has already achieved a positive result: the paper <em>“An integrated low-cost road traffic and air pollution monitoring platform for next citizen observatories”,</em> written by IBIMET’s researchers and Magenta’s engineers, has been accepted for presentation at the <a href="http://csum.civ.uth.gr/">3rd Conference on Sustainable Urban Mobility</a> to be held in Volos, Greece, on 26-27 May 2016.</p>
